BaseID is unique to each character and can be found as you described, RefID is unique to each instance of that character. If you spawn a character in with BaseID it will be a new copy of the NPC without the same items and unknown interractions with flags set.

No thats not correct.
BaseID is unique to each character and can be found as you described, RefID is unique to each instance of that character.
