We had a child. So we shrugged it off, waved and snuggled with the sad doggies and never came back. And we just bought a puppy. No rules. No problems. Now, 20+ years later we’re on to our third very happy dog. Anyway: a lot of shelters do their best to scare people away. And they succeed.

Tried it twice. Couldn’t get a dog from the shelter. Why? We weren’t married. (?) The both of us worked 4 days. We had a child.
