For a while, they really were both. From that same UI, you choose for it to function as a legacy BIOS or a modern UEFI, and not just a CSM option. It probably ran UEFI underneath, but it’s not something that’s a clear cutover. This was around 1st Gen Intel Core, and might’ve been limited to Intel motherboards.
